In December 2025, the Government of the Republic of Srpska adopted the Strategy for Cooperation with the Diaspora for the period 2026-2032, which demonstrated the clear commitment of the institutions of the Republic of Srpska to long-term and systematic cooperation with the diaspora.
The development of the 2026-2032 Strategy for Cooperation with the Diaspora was a thorough process that involved the activities and coordination of the interdepartmental Working Group led by the Ministry of European Integration and International Cooperation. The Working Group developed four strategic goals with relevant indicators, followed by priorities and measures derived from the goals.
The Diaspora Cooperation Strategy is based on four key strategic goals:
- Improve institutional framework for cooperation with the diaspora and support, which implies institutional support of the Republic of Srpska to the diaspora, coordination of activities of the republic administrative bodies, support for local self-government units and representative offices of the Republic of Srpska abroad.
- Create conditions for engaging the diaspora for the purpose of development of the Republic of Srpska, thereby recognizing and directing the academic, professional, scientific capacities of the diaspora for the development of the Republic of Srpska in relevant areas. On the one hand, it is necessary to recognize the capacities and needs of institutions and interested groups in the Republic of Srpska, and on the other hand, it is necessary to establish an overview of members of the diaspora who can and want to achieve cooperation in this way.
- Improve economic cooperation with the diaspora refers to establishing cooperation with our businessmen and companies abroad for the purpose of starting business and attracting investments to the Republic of Srpska, and to continuously presenting comparative advantages for doing business in the Republic of Srpska.
- Create conditions for preserving language, culture and traditions among diaspora members, thus preserving the connection of diaspora members with the Republic of Srpska and creating the basis for long-term cooperation with the Republic of Srpska, institutions and local self-government units.
Public consultations were held during the drafting process, and the received suggestions were included in the final text of the Strategy. Adoption of an action plan will follow in the coming period, to define specific activities, deadlines and responsible institutions, thereby working towards achieving the strategic goals set by this Strategy.
